About the
Foundation

The Medford Public Library Foundation (MPLF), a 501(c)(3) organization was established in 2018 to solicit, manage and monitor private funds raised for the construction, outfitting, maintenance and operation of the Charlotte & William Bloomberg Medford Public Library.

 

The MPLF works in collaboration with the Office of the Mayor of the City of Medford, Medford Library Trustees, and the Friends of the Medford Public Library to generate financial support and steward private funds to enrich the mission and vision of the library for the community. 

 

The MPLF is governed by a Board of Directors listed below. Its registered number with the IRS is 83-1522957

 

The MPLF began accepting tax deductible contributions in May 2019.

Stephanie Burke

Stephanie Burke is a life-long civil servant, serving on the Medford City Council for 16 years, as Director of Personnel & Budget, and lastly as Mayor. She was Mayor when the City Council voted unanimously to support the construction and outfitting of the new library. Stephanie is a life-long resident of Medford, and serves on the board of East Cambridge Savings Bank. She studied accounting at Suffolk University and received a Masters in Taxation from Bentley University. She is a licensed Certified Public Accountant.

Barry R. Sloane

Barry R. Sloane is the retired Chairman, President and CEO of Century Bank and Century Bancorp, Inc., a regional bank formerly headquartered in Medford. He is a Trustee and Treasurer of SBERA (Savings Bank Employee Retirement Association). Mr. Sloane’s charitable activities include: Chairman and Treasurer of the Fisher Center for Alzheimer’s Research at the Rockefeller University; Trustee of Hebrew SeniorLife; Honorary Trustee of Massachusetts General Hospital; Member of the Corporation, Mass General Brigham; President, Medford Public Library Foundation; Trustee Emeritus of the Beth Israel Deaconess Medical Center; Trustee Emeritus, USS Intrepid Museum Foundation; and President’s Council, Spaulding Rehabilitation Hospital. He was awarded the Silver Beaver by the Boston Council, Boy Scouts of America, in 2007, and the Dr. Martin Luther King Living Legend Award by the Boston Renaissance Charter Public School in January 2018. He holds BA and MPA degrees from Harvard University. Mr. Sloane is married to Dr. Candace L. Sloane; Former Chair of the Massachusetts Board of Registration in Medicine, an Assistant Professor of Medical Science at Brown Medical School, and an emeritus member of the medical staff at Boston Children’s Hospital. They have three sons, Marshall, Jack, and Charles.

Gilda Nogueira

President and Treasurer

Gilda M. Nogueira is the Former President and Chief Executive Officer of East Cambridge Savings Bank, a $1.1 billion in assets mutually-held bank headquartered in Cambridge, Massachusetts. Nogueira began her career with the Bank as a part-time teller while in high school after her family immigrated to the United States from the Azores, Portugal. She has held numerous senior leadership roles at the Bank before being named President and CEO in 2012. Under Nogueira’s leadership, the Bank has grown in asset size and quality and expanded into new markets. The Bank operates 10 full-service banking centers in Middlesex and Suffolk counties, as well as a branch and educational training program at Cambridge Rindge and Latin School. A strong industry advocate, Nogueira believes it is the responsibility of business leaders to give back to the communities they serve. She has served as chair of the Massachusetts Bankers Association, the Federal Reserve Bank of Boston’s Community Depository Institutions Advisory Council (CDIAC), and past President of the Federal Reserve’s Community Depository Institutions Advisory Council at a national level. Nogueira currently serves as the Chair of the Board of the Massachusetts Depositors Insurance Fund (DIF), Cambridge Chamber of Commerce Board and is a member of the Federal Reserve Bank of Boston, Committee on Reserve Bank Directors (CORBD). Nogueira supports numerous causes and organizations that are focused on improving the quality of life in the communities served by the Bank. She is past president of the Somerville Rotary Club and continues her membership on the Rotary Club of Somerville as Board Member and Secretary. Nogueira serves on the boards of several nonprofit organizations including the Cambridge YMCA, Little Sisters of the Poor, Matignon High School and the Medford Public Library Foundation. She is passionate for helping those less fortunate, be it as a volunteer cook or by helping the homeless and families at risk. Nogueira is a graduate of Lesley University, and a graduate of the National School of Banking – America’s Community Bankers at Fairfield University, and the New England School of Banking – Massachusetts Bankers Association at Babson. Recognized by her colleagues and community organizations, Nogueira has received various awards and recognitions including: Bankers and Tradesman “Women of Fire” (2013); named in Top 100 Women-Led Businesses in Massachusetts by and Though modest about her professional accomplishments, she is quick to voice both pride and appreciation of her family. She is a mother of four adult children and a grandmother of seven. Gilda resides in Medford, Massachusetts with her husband of 40 years.

Rick Caraviello

Vice President

Rick Caraviello is a former member of the Medford City Council and Past President, a lifelong Medford Resident, and a local business owner. An active member and Past Distinguished President of the Medford Kiwanis, Rick is also a member of the Medford Chamber of Commerce and its Past President and Executive Director. A champion of the new library project, Rick initiated the effort by making contact with the Massachusetts Library Commissioners and asking, “Why not Medford?” This eventually led to the $10.7M grant from the MLC making the new library possible. Rick and his wife, Carol, have 3 children and 7 grandchildren.

David Chia

Secretary

David Chia David has lived and been a homeowner in West Medford since 1989. During the day, he is Vice President of the transportation practice at the Collaborative, Inc., a private consulting firm in Boston. He focuses on improving transportation for the elderly and disabled. He has been primary author for dozens of published reports for the Federal Transit Administration, Transportation Research Board (TRB), US Department of Justice, as well as public transit agencies and private clients. He is a past chair of TRB’s Committee on Paratransit. David is a Trustee of the Charlotte & William Bloomberg Medford Public Library, currently serving as treasurer. He is a board member of the Cambridge Chamber Singers and a past board member (and ongoing participant) of West Medford Open Studios. Most importantly, David is a devoted library advocate and user. He was a member of the committee that guided the construction of the new library. He has led the library writers’ group for over 10 years. David has a BS in Engineering & Applied Science from Yale University and a SM in Technology & Policy from the Massachusetts Institute of Technology.

Natalie Breen

Natalie is a lifelong Medford resident and a 2010 graduate of Medford High School. An advocate for those on the Autism spectrum, she served on the City's Disability Commission under three Mayors and founded a non-profit assisting young adults on the spectrum find gainful employment. Natalie also sits on the board of the Friends of the Chevalier Theatre and Medford Chamber of Commerce. ​ In her day job, Natalie manages almost half a million square feet of commercial real estate for Cummings Properties in Woburn and has previously served as a liaison on the Cummings Foundation Grants Committee which has distributed over $500 million dollars to local nonprofits.

Domenic Camarra

Domenic Camarra is an Owner /Manager of Commercial Properties under D&M Realty LLC in Historic Medford Square. He is an active member of the Medford Rotary, is on the Board of Directors, and chairs its Christmas Basket Food Program, Medford Kiwanis and the Medford Chamber of Commerce, in which he also serves as a member of the Board of Directors, and Co-Chair of the Governmental Affairs Committee and Former Chair for many years of the Chamber of Commerce Scholarship Committee. He is also a member of the Medford Lions Club. He was voted MEDFORD CITIZEN OF THE YEAR in 2009, and serves as coordinator of the Medford COTY Alumni association and its Benevolent fund. He and his wife Mary Ann, both retired foreign language teachers in the Medford Schools (he at MHS and she at the Hobbs), now divide their time among Medford, Boca Highland Beach, Cape Cod and Italy. A gifted singer, Domenic often provides musical interludes at gatherings across the city with his signature “God Bless America.”

Maria Daniels

Maria Daniels is senior director of communications for the Bloomberg Center for Cities at Harvard University. She has built her expertise in nonprofit communications at Boston-area institutions including the Boston Athenæum; Harvard and Tufts Universities, working for the groundbreaking Perseus Project; WGBH Boston, directing new media for the award-winning PBS history series, “American Experience”; and Brigham and Women’s Hospital—and at advocacy nonprofits, including a foundation established by Swanee Hunt, founder of the Women and Public Policy Program at Harvard Kennedy School. Maria brings deep experience in strategy, brand development, and multi-channel engagement campaigns. A student of history (Bachelor of Arts, Brown University) and photography (Master of Fine Arts, School of the Museum of Fine Arts), she lives in Medford, Massachusetts with her family and a dog named Bear.

Rocco DiRico

Rocco DiRico is Executive Director of Government & Community Relations at Tufts University. Rocco manages the relationship between Tufts University and its host communities of Medford, Somerville, Boston, and Grafton. His office runs the wildly popular Tufts Community Day, the Tufts Community Grants program, and works with more than 50 community partners. He has extensive political and public service experience having worked for Edward Markey in the United States House of Representatives and the United States Senate for 15 years. Rocco, a Medford native, is a graduate of Providence College with a Masters in Public Administration from Suffolk University. He is married to Christina DiRico and is the father of three kids: Ella, Joey, and Tessa.

Leilani Germain

Leilani Germain is a CERTIFIED FINANCIAL PLANNER™ and Vice President at Pilothouse Wealth Planning a private wealth advisor practice of Ameriprise Financial Services, LLC. She is also the current Secretary and the former President of the Friends of the Medford Public Library, the volunteer organization that raises funds to support library programs. She is Chair of the Museum Advisors for the Museum of Science in Boston where she works to advance their mission: “To inspire a lifelong love of science in everyone.” Leilani lives in Medford with her husband, Andrew, and their four children. They are all avid downhill skiers and spend most of their winter in Killington, Vermont.

Jamie Higgins

Jamie Higgins is an organizational development and training professional. She has been a guest lecturer/teacher/facilitator at Harvard, Yale, BC, U of Toronto, and others. She has designed and delivered highly innovative management development programs for several prominent companies. She has lived in Medford for many years.

Barbara Kerr

Barbara Kerr was named Director of the Medford Public Library in April of 2016 capping a 35 year career at MPL. During her tenure she has also served as the library’s Assistant Director and as Head of Technical Services. She played a critical role in the transition of the Library into the digital age. As Director, Barbara led the planning process for the successful Massachusetts Board of Library Commissioner's construction grant that anchors the campaign for the New Medford Public Library. She served on the Board of the Medford Historical Society for more than a decade and is the author of three books on Medford history.

Daphnie Pierre

Daphnie Pierre is an organizational development consultant and enjoys working with mission-driven nonprofits, healthcare systems, and higher ed institutions to help them align on strategy, culture, and governance. A proud first-generation Haitian-American, she also sits on the board of Enroot, a nonprofit organization that provides immigrant youth with mentorship, internship, and leadership development opportunities. Daphnie holds a BA in Economics with a minor in Public Health and an MBA in Strategy & Innovation, both from Boston University. She and her fiance enjoy traveling, exploring restaurants around the city, and a good movie.

Ellen Tonello

Ellen Tonello is a lifelong resident of Medford and has been enthusiastically involved with the Medford Public Library for over 20 years. She is the former Chair of the Trustees. Educated in the Medford Public School System and Forsyth Dental, she recently retired as a Dental Assistant, a position she has held for 52 years. Ellen has been active in the community and her church for 50 years serving on several boards and councils. Ellen has been married to her husband Joseph for 47 years, has three children and four grandchildren. In her spare time she enjoys family, golf, and travel.

Maria Tringale

Maria Gove Tringale has been the Director of Development for the Boston College Law School Advancement team since 2017. Maria brings extensive experience to the Medford Public Library Foundation. She was Senior Director of Development at the Tufts University School of Dental Medicine for over two decades. Maria was tapped to serve as Vice President of Major Gifts and Individual Giving for the United Way of Massachusetts Bay and Merrimack Valley, where she served for three years and was charged with building a principal and major gift program. She also serves on the Board of Trustees of Birch Rock Camp for Boys (Maine). Maria graduated from Hobart and William Smith Colleges. Maria and her husband, Paul, live in Medford and have been patrons of the Medford Public Library since 1997. They have three sons, Sebastian, Gus, and Theo, who are graduates of Medford Public Schools and proud Tufts University “Jumbos.”

Joey Leroux

Executive Director

Joey Leroux is the executive director of the Medford Public Library Foundation. Joey joined Holly Sargent's fundraising team during the community campaign and worked with Holly and the MPLF Board to manage the solicitation and collection of gifts from individuals, corporations, and foundations. After the completion of the capital campaign in June of 2022, the MPLF Board retained Joey as executive director to manage the ongoing solicitation and collection of funds and ensure continuity through the MPLF's next chapter. Joey holds a BA in Economics from Haverford College.
